Deuteronomy 6:1
Now these are the commandments, the statutes, and the judgments, which the LORD your God commanded to teach you, that ye might do them in the land whither ye go to possess it:

YOUR EYES.
So let's pause for a moment... As you see so far God's commandments and statutes will be binded upon your hand and forehead...

9 AND IT SHALL BE FOR A UNTO THEE UPON THINE
HAND, AND FOR A MEMORIAL BETWEEN THINE EYES, THAT THE LORD'S LAW MAY BE IN THY MOUTH: FOR WITH A STRONG HAND HATH
THE LORD BROUGHT THEE OUT OF EGYPT
10 Thou shalt therefore keep this ordinance in his season from year to year
14 And it shall be when thy son asketh thee in time to come, saying, What is this? that thou shalt say unto him, By strength of hand the LORD brought us out from Egypt, from the house of bondage:
16 AND IT SHALL BE FOR A UPON THINE HAND,
AND FOR FRONTLETS BETWEEN THINE EYES: FOR BY STRENGTH OF HAND THE LORD BROUGHT US FORTH OUT OF EGYPT.
So there you see in veres 9 and 16 the reason for the sign...
